Just a guess, but it looks like an old "hand line" depth finder. Uses water pressure to find depth.

jacorn said it. That's what I was going to say. I remember my uncle used to have a depth finder/temp gauge similar to that only a lot smaller. Worked the same way.

You'd drop it down to wherever, wait a second or two and bring it up. It would tell you the depth it was held at and the water temp at that depth.

Haven't seen anything like that in like 20 years. But, I haven't bee looking either.
