I don't know about North and South Carolina or West Virgina, but I would assume that are open all year long.

Missouris weather actually mirrors the weather in southern WI Gerard...so not sure you consider that comfortable...I don't!
about the only place would probably be kentucky!

IL and IN are open all year and S IL usually doesn't ice up

PA is legal till march, i just don't know about that whole "comfort" thing though.

nothing like casting the banks by 3 rivers stadium (*sniff Heinz field i guess) while the games roaring in 'yer ear and pumpin on the radio.

http://www.wncmuskieclub.com/ for info on North Carolina. Cave Run usually has open water year round, remember the glory run GregM made there a few years ago.
No one mentioned Ohio, probably the 'somewhat comfortable' qualifier you used. There are years we've had open water in the lakes, other years not. West Virginia streams are usually open. m

Regarding Pineview...it has an open season year - round, but not open water. We do get about 2-3 months of ice cover each winter.

Man...I can see it now...I'd be there casting and staring off into that mountain in the background...eyeing all those nice shoots and cliffs to go hucking off of while skiing..... *sigh* I miss skiing.....downhill that is....

Come down to IL and fish some of the streams if you don't want to travel to Kinkaid.
