Let's just say that I'd like to see a 90" size limit (just for an example), how does one go about actually taking that idea through the process of becoming an Regulation or Rule that can be voted on at the Spring Meetings?

I'm not 100% sure how the CC and Spring meetings work.

You first ned to write a resolution and get it passed at the local level. It then will go to the conservation congress and DNR board for approval from the warm water committee. Next, if supported by the fish biologist, it could go onto next years ballot as a rule change. Otherwise it will be an advisory question and take one more year. Email me and I can send you a copy of the resolution i wrote to raise the size limit on the WI river.

you just write the resolution and take it along with you to the hearing at your county. I read mine off from the podium. You can do that, or have the moderator do so. Then it is up to the almighty public to vote on it right there. That will decide if it goes further. You are best served having support from your local fisheries biologist first as they can usually talk in support of it there for you, though ours was absent that night. Then just get as many of your buddies to show up as you can. I used free ber as persuasion(thanks guys!!!!!!!!!!!!!)...LOL. The format for the resolution is on the form I will send you. If you get it doen soon enough, it may be printed in the booklet. hopefully the local resolutions can be heard early enough in the night that most people are still in a 'positive' mood. If you have never been to one of the hearings, one definately wants to get their topic up as early as possible in the night. For some reason, lots more 'NO's' towards the end.
