As promised folks, here is the response from the IL DNR in regards to my question about using a big motor on limited HP lakes. Luke, back up the bus, and you can buy me a beer the next time we are together so that I can kill some of the pain from being runover!

MY QUESTION TO THE IL DNR>
It is my understanding that a watercraft operator (fisherman like
myself) can use a big motor (150) to launch and/or retrieve a watercraft
regardless of the HP restriction on a lake as long as the boat is
operated at "no-wake" speed and is within a 150' of the boat launch?

RESPONSE FROM THE IL DNR>
Yes, on State park lakes where we have a horsepower limit, you are
allowed to exceed the limit while loading or unloading your boat from
the trailer as long as you are within 150 feet of the ramp and you
remain at no wake speed.
