Focusing on the "Core" lakes seems like a reasonable enough strategy for controlling pressure. Wish they would continue to add a lake or two here and there to the plan.

I'm also a fan of the yearlings vs. fingerlings discussion. Peer reviewed studies consistently bear out the increased economic efficiency of dropping yearlings in because of the better survival rates. It's good to see them listening to the science to provide more bang for the taxpayer's buck.

Early on in the discussions for this plan, it was decided not to preclude adding new water, but it would be unlikely for the next 6, 7,8, years or more, due to lack of fish to stock (current needs are hard enough to achieve), and any backlash that may still exist from the last batch of lakes added. If at some point late in this 10 year plan, we are meeting our current stocking levels, easily, and the new hatchery is working as designed, the plan does allow for adding lakes. If adding lakes were specifically in the plan, there would be pressure to do it, even if it was at the expense of current stocking efforts. This plan is more about re-building what we had, before expanding.

Yep. That is completely understandable. Minnesota is probably better off fixing/boosting their existing lakes. Selfishly would just be nice to have a couple more southern MN waters, ha.
