Not sure how it will relate to crossing the border, but Canada has banned all cruise ships from Canadian waters until 2022. Since U.S. law requires all foreign flagged ships to stop in Canada before they cruise to Alaska, it will put a serious hurt on Alaskan tourism. All the large cruise ships are foreign flagged. Large percentage depart from Vancouver, B.C.

Juneau and other cruise destinations are going to lobby to get the law changed but that will be for Alaskan ports, the ban on ships in Canadian waters would remain. If it is not changed, not sure places like Skagway will survive two years with no tourists. That is really their only business.
