I am not familiar as to how the "witnessing" works. I assume your partner in the boat is witness one, but who becomes witness #2? The entrants in the catching boat need to wave, call or otherwise summons someone to their boat to act as a witness?

That is correct, I have fished a few of these in the past and never had trouble finding a witness, size of the lakes isn't that big and if you got a fish on , other boats are sure to take notice, usually there will be a boat or 2 voluntary approaching by the time fish is in the bag

It's also in the rules that if you are called to witness you must do so if it is a tournament boat. It also does not have to be a tournament boat, their information must be taken down. It's been a great tournament and everyone has a great time, goes to some great causes.
