Question out of ignorance: what is the affect on action/running depth/etc. that lures enact when run with a metal lip versus lexan?

Metal will run slightly deeper.

The action is dictated more by the angle, shape, and thickness of the lip than the material itself. Also the line tie location will change the action.

That said a metal lip, at least in terms of the typical SS lips, can be adjusted to a different angle to change the action to yours or the fishes liking.

There was a article in a recent Bassmaster magazine discussing crankbait lip design. Lip material, angle, line tie location, etc. A lot more thought goes into it than I ever thought. Tom
