Trimming off the tip will slow the action.
Extending the butt will make the action faster.

Build on a blank that has the action you desire. When you start trimming you start to affect the power too.

The weight of the guides you use, the size of the wraps, and the thickness of your epoxy application will affect the action as well.

Trimming from the tip and extending the butt will change the action. Doing either will also void the warranty depending on the manufacturer.

Along the lines of what Jeremy said, when I build a rod for myself or whoever, I try to add as little as possible to the blank in terms of weight. The less weight added to the blank, the closer it will perform to the designed specifications. Not only will the rod perform better, it will weigh less and be less tiring to use for an extended period of time. Don't get me wrong, chucking pounders all day or burning super models is still going to make you sore, it's just way easier on a rod that is built as light as possible, and that fits the person using it.
I guess I try not to change the action or power of the blanks I build on, rather build on the blank with the power and action I or the person I'm building for wants...

It's pretty easy to slow down a fly rod with guides and wraps, I don't know how you could with a muskie blank without overbuilding the crap out of it.
