G-flex aluminum boat repair epoxy. Get a sanding pen for auto body paint repairs, acetone, and the gflex aluminum kit. I have repaired about 12 rivets in my boat this way and they have never leaked again. All repairs from under the hull. Heat gun is recommended in the kit. It makes the difference IMO as the epoxy will draw into the rivet/hull.
