what causes trailer sway at highway speeds?
is it usually that the weight is too far towards the back of the trailer?

i've got a relatively low-slung trailer (89 rangertrail) and my truck (00 ford ranger) has the oversized tires on the off-road package, causing my receiver hitch to be higher than standard. would getting one of those hitches that lower the ball down help to bring more weight onto the tongue and therefore decrease the swaying? (it only sways a bit and mostly at over 65mph if wind starts it up or a semi pushes it toward the side.)

when loading gear into the boat, is there a preferred pattern? front-to-rear? center first? etc.
