I have a old 17 foot Ranger tiller with an 80” beam. It’s definitely a two person musky boat. Does Ok for three walleye fishing. The tiller gives way more space though in a smaller boat. Personally i would try to go a bit bigger or look hard at a tiller in that size given three anglers. Problem with small tillers is they tend to be a little underpowered so I would max out the motor size in that case
