I don’t think so. I think over the years, the hole just got larger. I’ve been smelling fuel when I fill the tank and top it off, for the last couple of years. I really noticed the problem last season when I kept trying to top the tank off In Canada and saw it coming out of the drain plug. I picked that boat up at the factory and they installed the rear seat with 2” screws all the way around. Thanks Steve.
