The factory very probably didn't mount the seats, the dealer probably did to fit the buyer's reach unless you picked the boat up at the factory. Someone used screws that were too long.

I'd look at a 4" to 6" port. CAREFULLY cut the hole out so as not to further damage the tank. Get a flanged/gasketed screw larger than the hole caused by the screw, use a gasoline resistant sealant, and run the screw into the hole.

That thing been leaking since 2007?
