The flashing light indicates a non switched breaker has tripped from a short. Push and hold for 5 seconds to reset it. Non switched items are, auto bilge float, radio, trim, 12v outlet, key on engine hot, electronics. It does not mean a weak battery unless the battery is causing the short.
