If you're going to be towing in any state other than yours that requires brakes then get them. Ohio has a 2000 lb limit on trailers without brakes except boat trailers. Then its 3000 lbs My boat/trailer package should be well below the 3000 lb mark but surprisingly it is just under the trailer GVWR of 3154 lbs WITHOUT all my gear in it or a full tank of full (weighed on a CAT scale). Luckily, I has a set of electric brakes installed last year and it makes a world of difference stopping. Adding to that is my new Chevy's integrated brake controller that uses brake line pressure and simulates surge brakes but with the adjustability of electric.
