chalk the tires and examine tread contact to determine tire pressure. Inflate to a point where you get even chalk marks on the concrete/asphalt indicating full contact.

What does the wear on the tire look like? Is the wear even across the tire with a tread depth gauge? At that high of pressure, I would expect the middle of the tire to have more wear than the shoulders.
