I have seen in-line fuses can be problematic at turn on. There is a large inrush current at turn on- more in larger units. Any type of in-line resistance will cause voltage drop. I had problems with the spring loaded, cylindrical in-line kind. To remedy this both times, I coated the fuse contacts with Vaseline. This got me up and running both times. I have never had issues with the blade type automotive fuses though. Much better contact pressure on those fuse-holders.
