VHF radios were at one time used frequently on LOTW. However in resent years, few people monitor their radios. They still can be useful in keeping in touch with a group of friends to check out the bite. However, they are not much use in reaching out for help beyond your group because there are not many who have a radio in use. I guess a VHF is better than nothing, but I would not count on it bringing help.
