Just another random thought...

Did you by chance have the motor stored outside for the winter?

Reason I ask is if the lower unit was somehow out in the elements, it may just be a bit of corrosion from that... similar to what happens to aluminum wheels when the clear coat gets scratched. It looks more like that to me than anything...

I'd agree with Steve in looking at the bottom of the boat as well...
