Yes and no. I fish the Barbee chain quite a bit. Every lake but one is 10mph or less. I have a 40hp evinrude that gets finicky if I don't do a run across big barbee wide open every once in awhile. It helps clear out the "cobwebs". Not sure about 4 strokes if they need to be run like that but a 25 4 stroke on something like a 14'/16' Rebel or equivalent I would think would work well. I think the 2 strokes (like my 40) would tend to have more problems not being opened as much. Also a 25, if a storm comes up quickly, would get you back to the ramp or dock quicker and possibly safer. With a 10mph limit I don't know that I'd go much bigger then a 25. Here is a couple links to Lund boats: http://www.lundboats.com/index.cfm?intMenuItemID=2782&strLocation=C...

I am just using the Lunds as examples of what might work for you. Also, if used works for you this is usually a great time of year to look at used boats. I'm not current on prices myself so can't help there but think a Rebel new for around $7000-8000 with a 25 might be possible. Don't quote me on that one....just a guess.
