Location: Grand Rapids, MI		I had an old PD do something similar and it was a broken gear. New steering asembly was under $100 and took about 15 minutes to replace. Looks like Terrova steering housing is $117 @ Northland. If you can pull the housing apart and diagnose the problem the motor itself is only $27.
