The prop you have looks to be a Black Max 15P aluminum prop. Could be a couple things going on with this prop. Slipping, flex, not enough blade contact with the water.

I would find a dealer that has a prop demo program, and see if they have a prop like Jeff is using, and try it out. It is a 4 blade Stainless steel Prop, and has the PVSĀ® (Performance Vent System). PVS can be tuned for best hole shot, and does not affect top end.
