What kind of motor? I would start by looking at the lower unit there should be a small hole in the leading edge and then above the cavitation plate there should be a plastic hose like a fish tank bubbler. See if that is attached by giving it a slight jiggle. If it's not attached that's your problem, if it is. You should be able to find it up at the gauge repeat, make sure there isn't any sand in the lower unit hole (visually). If you were to increase the size of that hole it will throw off the the speed.
