I agree 100% that the likelihood of being checked is slim, but it only takes one crabby CO to ruin your day. The bigger issue I see with an overpowered motor is the insurance side of it, you have an accident or any type of issue, your claim could get denied, the insurance company will look for anything to not have to pay a claim.
