Location: MN		My Merc t&t wouldn't go down and I had to rebuild the cylinder. Lots of O rings.
You could loosen the release valve until it goes down then tighten and try again.
Check fluid before that though. See if there is a lot of air bubbles.
I had to finish up a trip with the motor in one position because it wouldn't go down.
Just used the release valve to get it where I could run OK.
