If you moved the working solenoid to the non working circuit and it functions. That tells me the drive in the non working circuit is OK. My guess is that the new solenoid is wrong or faulty. One thing you could try is putting the new solenoid on the known good circuit and see if the known good circuit works. To do this leave the original bad solenoid in the non working circuit and put the new solenoid in the known good circuit(to eliminate variables). If the new solenoid does not function in the known good circuit, you have confirmed the new solenoid is faulty or wrong in some way. Good luck!
