How hard is the floor to remove on your boat? If not too difficult, I would remove it, and get a 1/4" aluminum plate and attach that to the bottom side of the floor with some #8 ss screws. Then use #12? sheet metal metal screws, stainless steel, of course, to attache the base to the floor. Predrill the aluminum plate for the correct size of the screw you are using.
