Rob, You need to check the amps the charger is putting out on each bank. A fully charged battery should read about 12.8v after you unplug the charger and let rest for a while. If you can't measure amps it would be hard to tell how fast the batteries are charging. A 2 amp rate will bring a batteries voltage above 13 volts while charging so that can be misleading.
