Location: Mauston, Wisconsin | OK- everyone should understand a couple of things with power electronic's (chargers).
1. They will all eventually fail. So will your truck or boat motor or trolling motor.
2. Rebuilt is never as good as new, unless all of the electrolytic capacitors have been replaced - they have typical life of ~10 years. Less if the circuit design is marginal. However, the manufacturer should be willing to give you same warranty as new......
3. Stuff happens, things come loose. Lots of early charger failures or problems are likely user induced.
A. Do you use long extension cords?
B. Do you leave the charger plugged into the extension cord during lightning storms with boat outside, e.g. tied up to the dock, etc. ?
C. Have you cut or broken off the ground pin on your extension cord plug?
If you answered yes to A & B, go buy a ~$20 dollar surge suppressor and plug it into the extension cord and plug the charger into that, its cheap insurance against lightning damage.
If you answered yes to C, either go buy a new one or replace the plug on the one you've got. It might save your or someone else's life!
