Sounds like a fuel pump to me... My dad had one that did the same thing. Took grandpa out fishing for bluegills and heading across the lake and the engine started to flutter and eventually shut down. Eventually got it started up and limped it back to dock. Good news is the fuel pump on the engine is a super easy fix. If i remember right i changed it with a screw driver. Good luck...
