I would think the contractor could adjust the garage size to add one more rafter for the garage making it 23'-10" rather than the 21' - 10" That would give you some extra room to play with as well. Depending on what set-back requirements are from roads, etc if you are in a residential area, it really should not be a problem. Just have to be sure the concrete guys pouring footings and making the walls get the message. This is assuming the garage has its own rafters on a gable end as compared the house. If it does not, then you are somewhat stuck.
If the rafters go the same direction as the rest of the house, then you could angle the boat in to get it to fit, bu I believe you would be angling it enough that you might end up going into two garage slots
Any contractor should be able to do this without issue given a gable ended garage. This way, you get the house she wants with the garage size you want to fit the boat...
