There is wood inside the transom's aluminum skin, most likely. But I don't think I'd trust lag bolts to hold that kicker. You may have to remove some decking, but you should be able to get back to there to put nuts and washers on. I'd exhaust all efforts to do it this way.

Make sure you use marine silicone liberally in any holes you make to seal the transom.
