I assumed disc brakes when I first read this.

Grease inside the drums/on shoes will definitely cause them to lock up. You will have to repack the bearings, replace the seals, and clean or turn the drums and replace the shoes. Also, look at your tires for flat spotting. Once a tire slides due to lock up, it usually always locks in the same spot.

The master cylinders on surge systems leak quite often. In my experience, it's usually because the brake lines are flares and/or installed incorrectly. Fill with fluid, and use a bar to work the master while bleeding them. Look for any leaks, and fix that.
