There is a test that is in the service manual. You put a clear hose on the oil inlet and see how much is used in a certain amount of time. If there is a fuel restriction it will pump lots of extra oil into the system (don't unplug your gas and try to motor run out of gas...)

When the motor is tilted up they like to leak the oil/gas mix from the carb, the gas evaporates but the oil does not, pretty common on most Johnson/Evinrude motors.
