If you have a separate portable tank (or one you can borrow to use), here is how you can narrow it down..
Hook up to the portable and see if it goes flat there as well. If it does, you know it is not your on-board fuel tank and could be the bulb itself.
Second, take a second line with a different bulb and repeat the test again on the portable. If the bulb goes flat, it would be motor related. If it doesn't go flat, it will be the bulb itself.
My gut instinct is you have a bad bulb as there would need to be some sort of restriction to cause the flat bulb. Nothing that I know of on the motor could cause this...
