With it being a 15hp, i wouldn't worry about structural issues at all. A few duck boats ago, I ripped a center seat out of a 16 foot riveted and put a 23hp go-devil longtail on it. Ran that rig for 3 years, jumpin beaver dams, logs, stumps, islands, and whatever else i could find, no problem. For a possible tiller handle, try: Holmen Marine (608-526-3345). They are my local outfit that just might have something.
