Sounds like something is binding on a shaft. Could possibly be some kind of problem on the pivot point. It sounds like there is a burr on the shaft and once it clears that spot it works normally. I would do a little more that change the oil. If it was low the motor would not go all the way up but work normally on the bottom end... I would raise it all the way up and check the cylinder shafts for damage and for sure grease all the fittings on the motor.
