That's a Power Pole WavePak. It's basically an accumulator that allows the poles to stay engaged on the bottom in 2-3' waves. It comes from the factory with two little cheapo plastic clips like what you'd secure a small wire bundle with so I swapped them out for aluminum adel clamps with high temp sleeves.
