Hey, one thing i really learned about buying a small horsepower 4 stroke is...look at the displacement, the CC's, the cubic centimeters. Some 9.9's have 190 CC's, some are closer to 320 CC's, i go w/ the larger displacement.
Here is my advise on restricted HP lakes...A few years ago when we had dingy races at the boat club, you had HP classes for even races...get a 15 HP or 18 HP and just have the motor cover painted to say 9.9...NO ONE will ever know...he he, ha ha...seriously though...but that's Hulbert style and some folks disagree w/ Hulbert style, your choice.
good luck motor hunting. let me know whats' going on. I know where you can get a NEW 2003 Yamaha's for the price of 2001 or 2002 Mercs, and you have to beleive that the Yamaha's are about 5 times better motors.
