I'd agree, that you need to test it first by connecting directly to the battery. That will tell you if its the unit or a boat wiring problem. A inline fuse is a must, I don't know if 2A is enough. You can download the manual here, use the recommended size fuse ->

The main manual is a pretty large file so it may take a while to download.
