I would guess your other transducer is still in the way since it is lower than the HB transducer. From what I've read on HB SI people usually mount the SI unit as close to the center of the boat hull and as low as possible. But this usually affects the 2D sonar quality so they will add a secondary transducer for the 2D but move it further out to the side and higher up or it will be in the way. With out drilling more holes I would say try swapping locations of your two transducer. This might allow you to see the full range. Usually something partially in the way will only 'cloud' the image and not entirely block it but its hard to say for sure.
