I had a similar problem that i fixed this year on my trailer. A volt meter would be pretty handy in isolating where the problem is stemming from (truck/trailer). Pin pointing the problem will be much easier if you can determine whether or not your delivering power on each connection to your trailer.

My issues turned out to be a shotty ground on one side (check right at the light) and a burnt out bulb on the other.
