I had a problem with my 2000 Honda 4-stroke last season. There were no warning lights (or noises) on but I found out that I had issues with the oil and the engine limiter would come on and off, at different speeds while on plane, and I could not figure out why. It would do the same in neutral. The limiter would make the engine shake and keep the rpms low. I changed the oil at the beginning of the season but for some reason it was "dry" and no warnings went off. After I did another oil change the engine has been working better than ever and the rpm limiter has not gone off.
