You need to make sure all the screws in the plug are tight, including the ones that are for the 12 volt. If any of them are loose, it will not allow for the electric current to go through the plug and it'll do exactly what your saying. I've had this happen before multiple times on new plugs, it's an easy fix once you understand what it is. Otherwise, double check your connections behind the receptacle to make sure all four wires are connected solidly, and make sure the 'splines' on the receptacle are contacting the plug as well.
