With a aluminum block and no oil sump would be hard to do with a standard block heater I think. Possibly a trouble light under the cowling? Might help to make sure your TPS is set correctly. Running a good fuel stabilzer might help with the starting issues to. Have not heard of the Merc EFI having problems with cold.
