Never had one with a fast strike, but I've owned several 690 series and have driven and helped rigged others.

690's and 692's with Merc's on them has been my experience, primarily with 175 EFI's and one with a 150 Optimax.

Tempest 21 pitch seems to work very well with this setup.

Four blade I had on a 690 was 23 pitch and it came out of the hole like someone lit a firecracker under it's fanny. It was about 1.5 - 2 mph slower on top end.

If you have a 690/2 that is doing 51-55 mph loaded you are running that boat where it was engineered to run. My experience with all boats is that you need to be trimmed down for hole shot (if that was your question/comment). But once on plane all 690/2's I've owned or driven have been receptive to trim input. However; I have found that with a full tank of fuel they can be a little prone to some porposing (not severe) if given too much trim input. All 690's I've run seem to run optimum with 1/3-2/3 tank of fuel.

Hopefully this helps some.

Four blade - should equal better hole shot and a little better "bite" when operating at lower RPM's, for say in rougher waves. You should be able to keep the boat on plane at 15-21 mph and easily be able to work your way through 21/2 - 4 foot waves without beating the crap out of your rig.

Three blade - if set up properly will give you a decent hole shot and should give you excellent tork/bite from mid-range to upper-range RPM's. But for keeping the boat on plane in the situation described above will likely have you "working" the throttle a bit more to keep it on plane.

Top-end... it is really a neglegable point to most anglers as 1-2 mph on top end. I suggest propping your boat for the conditions you are in most of the time.

That said... I am on the hunt for a Rev-4 Merc prop with 23 pitch if anyone reading this has one they want to part with. I have an extra Tempest 3 blade 21 pitch that is in excellent condition I am willing to trade or I will buy the 4 blade for cash if you are reasonably priced.
