If it is a foot control[cable steering] bow mount check the on/off foot pedal activator[oval shaped about the size of an egg] on the foot control itself.it's the one you step on to activate the on/off function.we have had 4 in the past 2 weeks that have the tension spring installed wrong.he fix is REALLY easy.flip the foot pedal over.locate the "ear" that holds the on/off pedal in place and depress it,releasing the pedal itself.the on/off pedal will hinge out on another flange on the opposit side and expose the spring and on/off switch.place the spring back on the post on the foot pedal.hinge the pedal back into place making sure the spring lines up with BOTH 'keepers' on the foot pedal and foot pedal activator. then press the pedal into place.it will lock in place.the problem has been that the springs aren't getting seated on the keepers properly resulting in either no on/off function at all or constant on/off function.
