There have been some shallow water problems, but I would bet it's your transducer. I run two 520s in my boat, and the bow unit started flashing about 90% of the time too, no matter what depth we were in. I swapped the units, and it was always the unit hooked to the front that didn't work right. Either unit worked fine on the rear transducer.

I sent Lowrance and email, and they got back to me about a week later asking me for my contact information and tole me they would send me a new transducer. Then another few days later they said that particular transducer is backordered... Either way, they are going to send me a new transducer, no questions asked. You might want to try calling them. I have a feeling you would get a faster response that way.
