I know of this issue because I have had the same problem.
Solution: Tighten the bolts holding the bunks in place and pull up on the bunks to make the angle as steep as possible and when you load the boat the first time the boat will center and push the bunks down to the proper angle. The bunks are loose and the bunks are flopping around when you try to load the boat. You will probably have to do this once a year and you'll have no more problems.
